Summary

The tender concerns the provision of municipal and dependency home-help services in Loja for people whose dependency status has been recognised, as well as other residents prescribed the service by Loja community social services. The service is intended to support personal autonomy and enable users to remain in their usual home environment. The contract covers two years, with annual extensions of up to two additional years. The estimated total value is EUR 38,883,127.16 excluding VAT and including mileage costs; the initial tender budget is EUR 16,982,199.07 including mileage costs. Participation requires full legal capacity, no exclusion grounds, registration as a social-services provider, recognised entitlement to provide home-help services in Andalusia, annual turnover of at least EUR 9,601,062.04 in the highest-turnover year of the last three completed years, and relevant experience in each of the last three years in at least five cities with more than 20,000 inhabitants and at least 200 users in each city. The bidder must also provide at least two full-time coordinators, maintain a location in Loja, arrange liability insurance of at least EUR 800,000 per claim, and submit the required tax, social-security and qualification evidence. Offers must be submitted electronically within 35 calendar days. They must include the European Single Procurement Document, the required registrations and certificates, an unaltered formula-based offer form and a technical project of no more than 60 A4 pages in PDF format. Awarding uses multiple criteria: up to 55 points for automatically measurable criteria and up to 45 points for the technical project. The service rate may not be below EUR 17.46 including VAT.
