Electricity supply to the Assembly of Madrid

Summary

The tender covers the supply of electricity to the Assembly of Madrid’s two buildings and facilities through a single supply point for two years, expected to start on 3 January 2027. The electricity must be certified as renewable, or 100% green. The contract budget is €850,000 excluding VAT (€1,028,500 including VAT), and the estimated total value including possible modifications is €1,020,000 excluding VAT. Estimated consumption is approximately 1.95 million kWh per year; actual quantities depend on need, and the supplier must maintain supply despite consumption fluctuations. Bidders must submit fixed unit prices for six tariff periods, to no more than six decimal places. Price is the sole award criterion, assessed using the weighted price for the periods (P1 13%, P2 14%, P3 15%, P4 18%, P5 7% and P6 33%). Network access tolls and system charges are included in the offered prices; no surcharge may be applied because of changes in consumption volume or load profile. The bid must include proof of 100% renewable origin, a commitment to supply all electricity required, and a declaration of the energy’s origin. If the energy originates in third countries, products originating there must not exceed 50% of the total value of the products in the offer. The supplier must manage grid access and liaise with the distribution network operator, ensure the quality and continuity of supply, assist in resolving incidents, and pass on in full any discounts received for breaches of supply-quality requirements. The offer must include a free energy study assessing whether contracted capacity is appropriate, the effect of reactive energy, and possible capacity overruns during the first six months of consumption. The contract lasts two years; switching suppliers must be free of charge and must not interrupt supply. Bidders must be duly authorised electricity retailers and meet the turnover, previous-supply experience and contract-manager requirements. Bids must be submitted electronically; only one financial offer is permitted and variants are not accepted. The successful bidder must provide a final guarantee equal to 5% of the contract’s initial budget excluding VAT.
