Concession for vending services at CNMC sites in Madrid and Barcelona

Summary

The concession covers the installation, operation, replenishment and maintenance of vending machines for hot drinks, cold drinks and solid food products at CNMC sites in Madrid and Barcelona. The contract is divided into two lots, one for each site, and bidders may bid for one or both lots. The concessionaire finances the machines and operating costs, receives revenue directly from users, assumes demand and operating risk, and must pay the CNMC an annual concession fee of at least EUR 1,000 for Madrid or EUR 500 for Barcelona. The initial term is 36 months, starting on 1 September 2026 or on the service commencement date if later, with possible extensions of up to 24 months. The estimated contract value is EUR 305,819.55 excluding VAT, while the CNMC makes no direct payment. At least 60% of active products in the cold-drink and solid-food machines must meet the healthy-product requirements. Bids must respect the maximum prices of EUR 0.90 for hot drinks, EUR 0.70 for still mineral water, EUR 1.10 for soft drinks and EUR 1.50 for a healthy solid food product. Offers exceeding any applicable maximum price are automatically excluded. The bidder must provide suitable machines, logistics, qualified technical and service personnel, food-safety arrangements and the required evidence and declarations. The service must be operational within 30 calendar days after contract signature; replenishment is required at least weekly per machine, preventive maintenance at least quarterly and fault resolution within 48 hours. The technical proposal must describe the product range, healthy-product percentage, maintenance, replenishment, incident management and environmental measures.
