Dynamic purchasing system for technical assistance services in engineering, architecture, energy consulting and climate action for municipalities in the Province of Badajoz

Summary

This is a dynamic purchasing system for technical assistance services in engineering, architecture, energy consulting and climate-change action for municipalities in the Province of Badajoz. The system has seven categories: energy audits under UNE 16247; energy-rating certificates; technical projects and grant assistance; protection of the night sky; studies and projects concerning energy, the circular economy and climate action; identification of funding sources and preparation of ecological-transition and climate-adaptation projects; and technical-legal audits of existing installations. The estimated value is EUR 1,962,000 excluding VAT. The system is valid for 36 months, from 26 June 2026 to 25 June 2029, with no fixed maximum tender budget because individual contracts will be procured later according to the contracting authority’s needs. Any business meeting the capacity, professional authorisation and solvency requirements may apply during the system’s validity. Admission only gives the right to receive electronic invitations; it does not require the supplier to bid in every subsequent competition. Future contracts will be awarded through separate electronic competitions. All suppliers admitted to the relevant category will be invited, and the minimum tender period is 10 calendar days. The derived competitions may assess price, execution time, technical quality, work plan, team, technical and material resources, timetable and coordination. Applications and tenders must be submitted electronically, generally in Spanish or with a sworn Spanish translation.
