Dynamic purchasing system for vehicle spare parts and tyres
Summary
The Spanish Air and Space Force is establishing a dynamic purchasing system to acquire spare parts for maintaining its light, heavy and tactical vehicles. The tyre category also covers tyre supply, fitting and repair. The system has two categories: vehicle spare parts, and tyres and related services. Its estimated total value is €18,295,200 excluding taxes; the initial term is two years, with extensions potentially taking it to four years. Companies may apply to join at any time during the system’s term. Admitted suppliers will be invited to compete for specific contracts in the relevant category, but admission does not guarantee an award or any minimum order volume. Each specific procurement will set out the products, quantities, unit prices, delivery point, deadline and award criteria; the minimum tender period is 10 days. Where several award criteria are used, price will generally account for 60–80% of the available points. Applicants must demonstrate financial and technical capacity, including the required turnover and experience in comparable supplies. They must also show that they can provide suitable staff and transport vehicles and have a document-management system that ensures traceability of product origin and the supply chain. Applications and supporting documents must be submitted electronically in Spanish. The supplier bears delivery and transport costs; spare parts carry a three-year warranty and tyres a two-year warranty. According to the minutes of 16 June 2026, one company applying to join the system was excluded after failing to submit evidence of comparable supplies.
