Building design: centralisation of the angiography unit

Summary

The contract covers building design services under Section 34 of the German HOAI, service phases 2–8, for the DRK hospital in Berlin Westend: planning the centralisation of a vascular surgery angiography room and a future hybrid operating theatre. The work concerns alterations to an existing hospital while it remains operational. The design must minimise disruption and, where necessary, account for construction staging, heritage protection and coordination with the relevant authorities. The project budget framework is EUR 3,300,000 gross, including VAT and a 10% contingency allowance. The services include assessing the existing building and spaces; preparing an extended preliminary planning package at the level of detail of construction planning documents; developing the room programme; preparing a DIN 276 cost calculation to the third level; planning the schedule and construction stages; carrying out an economic comparison of alternatives; and preparing drawings and an explanatory report. The contractor must coordinate its building design with the building-services designers and project management. Building-services design itself is not part of this contract. The services also include construction supervision during phase 8 and, where required, supervision of demolition work at the hospital’s Mitte site. On-site attendance is initially required weekly and later every two weeks; supervision staff must be present during construction. The contract is not divided into lots, and variant bids are not permitted. Bids must be submitted in German electronically through the dtvp.de platform by 16 October 2026. The fee must be offered as a fixed lump sum, using HOAI 2021 as the calculation basis; services will be commissioned in stages. To participate, bidders must submit the completed applicant questionnaire or the required preliminary proof of suitability, such as a self-declaration or the European Single Procurement Document, together with proof of professional liability insurance and the completed award-criteria matrix. The precise minimum suitability thresholds and award criteria must be checked in the tender documents.
