Measurement services for the 2027–2029 Kassel sewer-network campaign

Summary

KASSELWASSER is procuring rainfall and flow measurement services in Kassel’s sewer network to calibrate the city’s sewer-network model. The work covers inspecting locations for approximately 66 temporary measuring points—59 flow and 7 water-level points—installing and commissioning the equipment, initial calibration, operating the measurement campaign, maintaining the equipment, and removing it and restoring the sites afterwards. The contractor must provide remote data transmission and usable measurement data. Quality checks of individual permanent measuring points may be ordered separately. A separately appointed engineering firm will handle the technical review and analysis of the data. Measurements will take place from 1 April to 31 October each year. The campaign will run either in 2027 and 2028 or, alternatively, through 2029; KASSELWASSER will choose the option during 2027. Offers must be submitted electronically in German by 2 November 2026 at 09:00. Price accounts for 40% of the evaluation and campaign-delivery quality for 60%. Quality assessment covers data-quality safeguards, maintenance arrangements, staff experience and response to faults. The quality concept must accompany the offer; it cannot be supplied later, and its commitments become part of the contract. Bidders must demonstrate suitability and submit the required references, project-team and equipment details, and either evidence of data security or a description of security measures. Before work begins in the sewer, the contractor must provide a risk assessment, staff training records, and agreements covering the use of data and documents.
