Provision, support and maintenance of Sage licences

Summary

The procurement covers the provision, maintenance and support of Sage licences, together with related services for Deutsches Institut für Urbanistik gGmbH. The framework agreement starts on 1 January 2027 for two years, with two possible one-year extensions. Its maximum term is four years and the total ceiling for all orders is EUR 317,000 excluding VAT. The mandatory initial order includes 18 Sage 100 Financial Accounting Enterprise licences, one third-party connector solution and one document management licence; 21 Sage 100 Merchandise Management Enterprise licences; and Sage HR modules for 225 active employees, including recruitment, payroll, personnel management, time management, travel expenses, personnel cost planning and digital personnel files. The order also includes Sage HR client licences, a VBLU converter and a terminal connection package. Additional licences and, as needed, consultancy, training, configuration, programming and installation services may be ordered under the framework agreement. The work includes licence maintenance and new software releases, including updates to reflect legal changes, as well as telephone and email user support, remote assistance and problem resolution. The support response time must be no more than 1.5 hours. The supplier must take account of existing Sage 100 customisations and interfaces, which are not to be replaced or further developed under this procurement. The bidder must demonstrate professional or business liability insurance of at least EUR 5 million and nominate team members with expertise in Sage HR and Sage 100, supported by evidence of their competence. The bid must include up to 10 relevant personal project references and a written delivery concept. Price and quality each account for 50% of the evaluation. The bid must be submitted electronically in German by 13 October 2026 at 10:00.
