Summary

The tender concerns the provision, implementation and operation of a standard software solution for Jena’s grant and funding management. The system must support the legally compliant processing of grant applications, approvals, payments, reporting and related workflows for both grants awarded by the city and funding received by it. The bidder must submit the completed requirements and pricing schedules, an implementation concept with a project timetable and project-team profile, and all required declarations. The offer must be submitted electronically in German by 7 October 2026 at 10:00. The planned schedule is tool setup by 31 January 2027, testing by 30 March 2027, training in April 2027 and production launch on 1 May 2027. The contract has a minimum term of two years and is awarded as one contract without lots. Price accounts for 30% of the evaluation and quality for 70%; quality is assessed through the functional and technical requirements, the concept and, for the three highest-ranked bidders, an online presentation planned between 19 and 30 October 2026.
