Cost-effectiveness study of temporary hard shoulder use measures on motorways

Summary

The procurement concerns the development of a systematic methodology for evaluating the cost-effectiveness of temporary hard shoulder use measures on motorways. The methodology is to account for environmental impacts, future vehicle fleet developments, sustainability and different operating scenarios, and to compare these measures with full motorway construction. The results will be validated through case studies, formalised in a software-independent specification and illustrated by a web-based demonstrator.
