Summary

The tender concerns the mailing of personalised invitation letters for Bavaria’s mammography screening programme under a contract lasting up to three years. The service provider must collect already printed and enveloped letters from the printer in Elmshorn, sort them, consolidate and frank them where required, lodge them with the postal operator and deliver them to recipients. The estimated volume is about 1.7 million letters per year, usually dispatched twice weekly. At least 99% of items must be delivered no later than the fourth working day after postal lodgement, and invitations should generally reach recipients at least 14 calendar days before their screening appointments. Because the items contain health data, transport must be direct and uninterrupted, with no interim storage or transhipment. Bidders must provide evidence of authorisation to provide postal services, insurance information and at least three comparable references, and meet the turnover and other suitability requirements. Price is the only award criterion. The submission deadline is 4 November 2026 at 10:00.
