Integrated analyses of energy and climate policy measures for the Federal Climate Protection Act and the National Energy and Climate Plan

Summary

The contract is for integrated quantitative analyses of energy and climate policy measures to support Germany’s Federal Ministry for Economic Affairs and Energy in designing, assessing and developing measures under the Federal Climate Protection Act (KSG) and the National Energy and Climate Plan (NECP). The analyses are to examine, among other things, potential greenhouse gas emission reductions, effects on public budgets, businesses and consumer groups, and the acceptability and feasibility of the measures. The work will build on existing whole-system models for emissions projections and take account of other impact assessments from relevant sources. Results must be prepared to meet KSG and NECP requirements, with assumptions, methods and findings documented transparently, providing a scientifically grounded and practically usable basis for energy and climate policy decisions. The deadline for submitting tenders is 2 November 2026.
