Framework agreement for body-worn cameras including software as a service

Summary

The procurement covers a complete body-worn camera solution for the Federal Police: cameras with accessories and charging infrastructure, plus cloud-based software as a service for storing, managing and processing recordings. A single contractor must also provide technical support, maintenance, training and documentation. The framework agreement has an initial term of two years, with up to two optional one-year extensions, for a maximum duration of four years. The guaranteed minimum is 2,500 body-camera systems, with up to 2,250 additional systems available for ordering, giving a maximum of 4,750. The solution must meet extensive mandatory technical, security, data-protection and operational requirements. Bidders must offer standard products already available on the market and provide manufacturer documentation, certificates, test reports or clearly identified declarations as evidence. The two highest-ranked bids may proceed to practical testing; evaluation also considers features beyond the minimum requirements and price.
