Economic-efficiency assessment for the second phase of the Gera cycle route in Ichtershausen

The work includes analysing the current situation and need, addressing objectives and potential conflicts, comparing options, carrying out a dynamic financial appraisal and a benefit analysis, assessing risks and sensitivity, and setting out a timetable and a method for subsequent review of results. Calculations and assumptions must be explained, and the results submitted as a verifiable report together with editable calculation files. The complete assessment is due by 31 January 2027. Optional services may be ordered separately, including attending a meeting of a political body and calculating additional options. The bidder must provide evidence of the designated professional’s qualifications, at least two references for comparable economic-efficiency assessments for public contracting authorities, current proof of professional indemnity insurance, and a declaration of independent performance. Insurance cover during the work must be at least EUR 2,000,000 for personal injury and EUR 3,000,000 for property, financial and other damage. The bid must include the priced schedule of services and the required declarations; basic services must be priced as lump sums and optional services separately.
