Vehicle Technology Further-Education Digitalisation 2025: Diagnostic Testers

Summary

The procurement covers two new tablet-based vehicle diagnostic testers, one each under positions 7.0 and 7.1, including delivery and shipping. Each device must have a touchscreen of at least 12 inches, 256 GB of storage and an octa-core processor, and support common OBD-I/II and manufacturer-specific protocols, including PDU, DoIP, CAN FD and Mega CAN without additional adapters. The required features include diagnostics for high-voltage systems in electric and hybrid vehicles and battery-condition analysis both through the vehicle’s OBD connection and directly on a removed battery using special adapters; graphical control-unit topology; support for at least 100 vehicle makes and coverage of at least 99% of relevant vehicles. The supply must include adapters and test leads for high-voltage batteries of at least BMW, Tesla and Volkswagen, together with instructions and diagrams for battery components, connections and safe dismantling. Each tester must have an integrated oscilloscope with at least four channels, 20 MHz bandwidth and an 80 MS/s sampling rate, as well as multimeter and CAN bus testing functions and a docking station. Software and database updates must be free for at least 24 months. Position 7.0 additionally requires manufacturer-authenticated access to security-gateway-protected systems; its bid price must include the first five years of licences, with no additional charges during that period. The bid must include the priced schedule and product data sheets for both positions. The bid and required documents must be in German; products must be new and delivered to the Handwerkskammer Münster training centre workshop by 6 December 2026. Price is the sole award criterion.
