Structural diagnostics and repair-planning engineering services

Summary

The tender seeks a framework agreement for structural diagnostics, condition assessment and repair planning for five stormwater overflow basins in the Eifel-Rur Water Association’s area. The work includes preliminary review and examination of existing records, visual and laboratory testing of concrete, sampling, assessment of findings and a condition report for each structure. Where necessary, the contractor must also prepare a technically supported repair concept describing measures, options and preliminary cost estimates. Investigations and closure of sampling locations must be carried out by a specialist holding a valid DBV SIVV certificate. The repair concept must be prepared by a qualified planner for the maintenance of concrete structures (SKP). Work is to take place only in dry weather. The contractor must provide, among other safety equipment, fall-protection gear, a gas detector for propane, oxygen, hydrogen sulphide and carbon dioxide, a tripod with a fall-arrest device, and a safety attendant with valid first-aid training. The contracting authority will arrange emptying, cleaning and access to the basins. The framework agreement’s service period is January to December 2027. The deadline for tenders is 23 October 2026 at 23:59. The offer, including a completed and readable pricing schedule, must be submitted electronically through the Aachen Region procurement portal and signed as required. A missing, incomplete or unreadable pricing schedule may result in exclusion; alternative offers are not permitted. Price is the sole award criterion. Bidders must provide comparable project references, proof of the required liability insurance and the SIVV certificate; non-certified companies must also provide additional turnover, workforce and tax-payment evidence.
