Feasibility study for developing a commercial and industrial site
Summary
The procurement is for a coordinated study of the technical and legal feasibility of servicing the Municipality of Kloster Lehnin’s planned commercial and industrial site, which covers approximately 170 hectares. The work includes comparing renewable energy generation in the area with the site’s electricity demand; assessing possible direct-connection routes and operating models; and clarifying with the network operator the options for backup supply and feeding surplus electricity back into the grid. It also includes estimating drinking-water and firefighting-water demand, arranging a binding feasibility assessment with the responsible water association, and preparing an outline route for the necessary water main. The results must be consolidated into a decision document for the municipality and handover documentation for the investor. Regional transport connections and environmental assessments are outside the scope. The work must be completed within 15 weeks of contract award. Applications to participate are due by 10:00 on 16 October 2026. Applicants must demonstrate that they have a team and sufficient capacity to deliver on time. The authority seeks a consultancy or consortium experienced in energy law and decentralised energy concepts. Evaluation covers experience and references (30%), project organisation and team (30%), and price (40%).
