Framework agreement for the supply of emergency medical service consumables
Summary
The tender covers a framework agreement to supply medical and emergency-response consumables for the City of Halle’s rescue service. The range includes wound-care and dressing materials, gloves, breathing and oxygen-delivery supplies, infusion equipment, splints and patient-handling equipment, diagnostic products, and disinfection and protective products. This is a single-supplier agreement running from 1 January 2027 to 31 December 2028, with a maximum value of EUR 240,000 including VAT, or EUR 201,680.67 excluding VAT. Quantities are estimates and do not oblige the buyer to order them in full. Bidders must quote prices and offer the required products. Orders must be handled through a personalised online shop or electronic catalogue for the buyer; invoices must be submitted electronically; and the supplier must ensure rapid availability and continuous contactability for special needs, such as a major incident. If a substantiated, unforeseen purchase-cost increase occurs, the parties may discuss a price adjustment for affected items; an increase of less than 8% within a calendar year does not qualify. Tenders must be submitted electronically through the City of Halle procurement portal, and bidders must register there. Price is the sole award criterion and accounts for 100% of the evaluation. To participate, bidders must submit a suitability self-declaration or the European Single Procurement Document. The declaration requests turnover information for comparable supplies or services during the last three financial years, confirmation of comparable experience, and three references from the last three years if the tender is shortlisted. Bidders must also confirm that they have the staff needed to perform the contract. Declarations and evidence concerning exclusion grounds, payment of taxes and social-security contributions, and any subcontractors are also required.
