City of Königs Wusterhausen postal services framework agreement and hybrid mail delivery (4 lots)
Summary
The procurement covers postal services and hybrid mail delivery for the City of Königs Wusterhausen under a framework agreement divided into four lots. The traditional postal lots require weekday collection of the city’s mail, sorting and franking, and arranging its carriage and delivery: Lot 1 covers Brandenburg, Lot 2 Berlin, and Lot 3 nationwide and international mail. The services also include registered mail and formally documented service-of-process items. Lot 4 covers hybrid mail: documents submitted digitally must be produced, put into envelopes and sent by post. Domestic delivery is nationwide within Germany, and the price schedule also includes international items that the authority may order. Annual volumes are estimates and no minimum order quantity is guaranteed. Estimated annual volumes are approximately 50,001 items for Lot 1 (maximum 65,000), 10,701 for Lot 2 (maximum 18,000), 10,741 for Lot 3 (maximum 18,000), and 30,000 for Lot 4 (maximum 60,000). For the traditional postal lots, the evaluation considers price, delivery times, response times for undeliverable items, complaint handling times and the share of clean vehicles. For Lot 4, software functionality and service quality account for half of the evaluation, with price accounting for the other half. Bidders must provide evidence of authorisation to provide postal services and registration as a provider of formal service of process, a commitment to protect postal secrecy, evidence of the required insurance cover, a suitability declaration and a fully completed price schedule. At least three relevant references are required; for Lot 4, at least one must be a comparable contract for a public authority with an annual print volume of at least 20,000 items. The Lot 4 bid must include a concept covering implementation, support, training, data protection, operation, backup and emergency arrangements.
