Design, repair and author supervision for three municipal roads in Targovishte Municipality

Summary

The procurement covers the technical design, major repair, construction and author supervision of three municipal roads in Targovishte Municipality, divided into three lots. Lot 1 is a 4.5 km section of road TGV 1169 between Davidovo and Ralitsa; Lot 2 is a 6.9 km section of road TGV 1176 on the Pevets–Targovishte and Ruets–Ovcharovo routes; and Lot 3 is a 12 km section of road TGV 1171 between Alvanovo and Osen. The roads have worn or missing asphalt surfacing, cracks, potholes, uneven surfaces, inadequate drainage and missing or worn road-safety features; more than 4 km of the third section is unpaved. The estimated values are EUR 941,543.20 for Lot 1, EUR 1,328,885.21 for Lot 2 and EUR 2,442,354.26 for Lot 3, for a total of EUR 4,712,782.67. The work includes preparing a technical design, carrying out construction works and providing author supervision during construction. The design period must be 30–45 calendar days and the construction period 120–150 calendar days. Author supervision continues throughout the construction works; the time required for design approval and obtaining a building permit is outside these periods. The works must follow the principle that activities must not cause significant harm to environmental objectives. Tenders must be submitted electronically by 9 November 2026. Price is the sole award criterion, and the tender with the lowest total price wins. Participation requires meeting the registration, turnover, professional liability insurance, relevant experience and project-team qualification requirements. The successful bidder must provide a performance guarantee equal to 5% of the contract value excluding VAT; if a 20% advance payment is made, a guarantee covering the full advance amount is required.
