Appointment of an external occupational health and safety service

Summary

The contract is for appointing an external occupational health and safety prevention and protection service for the municipality of Beveren-Kruibeke-Zwijndrecht, from 1 January 2027 to 31 December 2036. The service includes, among other things, health surveillance, risk management and psychosocial interventions. The required options are an employee assistance programme (EAP) and general health-promotion support. The EAP must provide confidential short-term assistance from qualified professionals for work-related and personal issues, through at least telephone and online channels. The tender must describe the number of included sessions, availability and sign-up process, and the provider must report anonymised usage and trend data annually. Health-promotion support must include at least awareness campaigns, information sessions and/or initiatives on topics such as physical activity, healthy eating or smoking cessation. Bids must be submitted electronically by 3 November 2026 at 14:05. No tender guarantee is required. Quality accounts for 90% of the evaluation: service quality is weighted at 40%, with six further criteria weighted at 10% each, covering service arrangements in line with periodic examination frequency, the approach to promoting employee wellbeing, availability and response, customer service and reporting, and the implementation plan from 1 January 2027. Price accounts for 10%. Tenderers must demonstrate recognition as an external prevention and protection service, staff qualifications, ISO 9001 quality management and the required relevant experience.
