Integrated Public-Transport Electronic Fare-Management Solution as a SaaS Service

Summary

The procurement covers the analysis, configuration, deployment and 48-month provision, as a software-as-a-service (SaaS) offering, of an integrated electronic fare-management solution for public transport in Pleven. The solution includes central management of passenger profiles, fare products and tariffs; sales and customer-service channels; onboard equipment integrated with existing validators and inspection devices; GPS data; journey validation and inspection; and fiscalisation. The work also includes on-site staff training in Bulgarian, server infrastructure, analytics, passenger information, reporting, help-desk support, updates and continuous data transfer to the national access point. The estimated contract value is EUR 768,000. The bidder must submit a prototype of the software components that meets the technical specification; it must reach the contracting authority by 16:00 on the final day for bid submission. The bid deadline is 11 November 2026 at 23:59. Evaluation allocates 60 points to technical quality and 40 points to price.
