Remodelling and renovation of the fourth and fifth floors of Block B in Varna’s social services building

Summary

The procurement covers construction works to remodel and renovate the fourth and fifth floors of Block B in a social services building at 7 Petko Staynov Street, Varna. The project will create residential care facilities for adults with physical disabilities. It includes 16 double rooms and 8 single rooms, as well as staff, healthcare, rehabilitation, laundry and group-activity spaces. The intervention covers 1,139.28 m². The contractor must carry out the works in accordance with the approved design and bill of quantities, supply and install the required construction products, components and equipment, arrange necessary tests, prepare construction and as-built documentation, and participate in commissioning the building. The contractor must also remedy defects identified at handover and defects arising during the warranty period. The warranty is generally 60 months, while any longer mandatory minimum periods still apply. The contract lasts 12 months and has an estimated value of EUR 544,688.42. Price is the only award criterion. Bidders must meet the specified construction turnover, professional liability insurance, builder-register status and relevant experience requirements. The successful bidder must provide a performance guarantee equal to 5% of the contract value. The works are to be funded from the Municipality of Varna’s 2026–2027 budget, but funding has not yet been secured. The contract is conditional on funding, and work starts only after funding is confirmed and the performance guarantee is provided. If funding is unavailable after three months, either party may request termination; after ten months, the contract is deemed terminated.
