Restructuring the Diavgeia Programme – Diavgeia III

Summary

The tender concerns the upgrade of Greece’s public-sector Diavgeia system and the development of its new version, Diavgeia III. The work includes developing an integrated, data-centred information system, collaborative drafting and management of documents, connections to public-sector data sources, and open-data, interoperability and reporting solutions. The system must be improved to handle large document volumes, enhance metadata and automatically publish important datasets. The new architecture is intended to reduce storage and computing-resource requirements by at least 65%. The solution must be installed in a public cloud and handed over fully operational. The contract lasts 32 months and may be extended by up to half its duration in justified cases; its duration may be adjusted before signature to meet the funding programme’s eligibility deadline. The tender submission deadline is 5 November 2026 at 14:00. A EUR 78,400 tender guarantee is required. Tenderers must meet turnover, relevant experience, professional registration, project-team and ISO certification requirements. Bids will be evaluated on the basis of the best price-quality ratio.
