Supply of medical and hospital equipment in five lots

Summary

Onești Municipal Hospital is procuring medical and hospital equipment in five lots to increase its capacity to treat critically ill cardiac patients. The lots cover a medical imaging system, an integrated monitoring and telemetry system, intensive-care and critical-patient-care equipment, medical furniture, and a clinical diagnostic and in-hospital management solution. The estimated total value is RON 3,722,300 and the planned contract duration is six months. Bids may be submitted for one or more lots and must be submitted electronically by 9 November 2026 at 15:00. No tender guarantee is required. The bidder must demonstrate that it and, where relevant, its consortium members, subcontractors and relied-upon entities are legally registered and professionally authorised for the relevant activities. Where applicable to the medical devices offered, an ANMDMR operating approval is required, together with a valid EN ISO 9001 and/or EN ISO 13485 quality-management certificate for supplying medical equipment, or equivalent evidence. Lot 1’s imaging system additionally requires a valid CNCAN radiological safety authorisation and the CNCAN activity authorisations needed for the contract. The ESPD must be submitted with the bid, along with any required consortium or subcontracting agreements; qualification evidence may be requested from the highest-ranked bidder. The supply itself may not be subcontracted, although related services and works may be. For Lots 1 and 2, price accounts for 40% of the evaluation and technical factors for 60%; these include equipment energy performance or energy-consumption management and user instruction. Price is the sole award criterion for Lot 5. The notice states no specific turnover threshold or previous-experience requirement; technical details should be checked in the tender documents.
