Summary

The tender covers the supply of 8 patient-monitoring central stations, 164 multiparameter patient monitors and 18 capnographs, together with user training, for services in Phase I of the Valencia University Clinical Hospital expansion. The equipment must be delivered, installed and commissioned. The budget is €926,200 excluding VAT and €1,120,702 including 21% VAT. The procurement is not divided into lots. Among other requirements, monitors must measure ECG, SpO2, non-invasive blood pressure, respiratory rate, temperature and CO2; work with adult, paediatric and neonatal patients; and detect at least 20 arrhythmias. They must have a touchscreen of at least 15 inches, a battery lasting at least 3 hours, data storage for at least 48 hours, and secure interoperability with the hospital information systems. Each monitoring station must connect at least 20 monitors, store data for at least 48 hours and support integration with hospital information systems and electronic health records. Detailed medical, technical and network requirements are set out in the tender documents. Bidders must submit a technical offer, catalogues or technical sheets for the specific equipment models, evidence of compliance with applicable requirements and the required electronic bid documents. The qualitative technical assessment is worth up to 40 points, with at least 20 points required to continue; price is worth up to 57 points and an extended warranty up to 3 points. Unit prices must be stated in the bid. Delivery is due within two months of contract signature, but is conditional on completion and occupation of the new building; no extension is provided. At its own expense, the supplier must remove the existing equipment, manage waste appropriately, install and test the new equipment, and train users. The minimum warranty is 2 years. Participation also requires meeting the financial and technical capacity criteria and the registration requirement for marketing medical devices.
