Supply of abdominal wall surgical meshes – 22 lots

Summary

The procurement is for abdominal wall surgical meshes and related products for hospitals in the Madrid public health service, divided into 22 lots. Products include different meshes for hernia surgery, partly or fully absorbable and biological meshes, meshes for hiatal and parastomal surgery, mesh sutures and a fascial traction system. A framework agreement is planned with an estimated total value of €14,464,656.79 excluding VAT and a 24-month base-period budget of €7,232,328.39 including VAT. The planned term runs from 1 September 2026 to 31 August 2028, with two possible 12-month extensions, up to 48 months in total. No fixed purchase volume is guaranteed. Bidders may tender for one, several or all lots, but must offer every order line within each lot they choose. Offers are evaluated on economic and technical criteria: price carries up to 60 points and technical quality up to 40. Bids must be submitted electronically with financial and technical offers, product evidence and the required declarations. Ordinary orders must be delivered within 48 hours, urgent orders within 24 hours and stock-replenishment orders within 72 hours. No provisional tender guarantee is required; the final guarantee for contracts placed under the framework agreement is 5% of the contract price excluding VAT. Participation requires proof of financial and technical capacity for the relevant lots and at least three certificates of satisfactory performance for comparable supplies delivered during the last three years.
