Integrated Facilities Management Services

Summary

The tender covers integrated facilities management for Distributie Energie Oltenia’s buildings and sites in Romania: managing utility contracts, costs and reporting; cleaning administrative and energy-sector buildings; and repairing, maintaining and inspecting those buildings. Services are required in Arges, Dolj, Olt, Gorj, Valcea, Mehedinti and Teleorman counties and in Bucharest. The framework agreement runs for 48 months from 1 April 2027. Its maximum total value is RON 30,325,322.12 excluding VAT, and the largest subsequent contract is valued at RON 7,602,698.85 excluding VAT. Subsequent contracts are expected to be awarded annually. The procedure has two stages: candidates first submit participation requests and qualification evidence; qualified candidates are then invited to submit technical and financial offers and negotiate. Price accounts for 65% of the evaluation; the remaining points are allocated to response times and warranty periods. The tender guarantee is RON 76,020, and offers must remain valid for at least 180 days. The contractor must provide performance security equal to 10% of the price excluding VAT of each subsequent contract. Qualification includes, among other things, average annual turnover of at least RON 7 million over the last three financial years, specified comparable experience and evidence of ISO 9001 quality management.
