Framework agreement for road and civil engineering works

Summary

This procurement is for a 48-month framework agreement covering road and civil engineering works in the Rákosmente district. Subsequent individual contracts may cover construction and repair of roads, pavements, cycle paths, parking areas, bridges, stormwater systems, culverts and utility networks, as well as street lighting, traffic management, landscaping and engineering services. Several works may be required at the same time, so the successful contractor must be able to deliver concurrent projects. There is one lot and the framework agreement will be awarded to one contractor; the indicative quantities do not constitute a commitment to order. Indicative volumes include 1,000 m of DN100 gravity sewer, 10,000 m² of road with a full pavement structure for traffic load class E, four road-network junctions, two bridges with a clear span of at least 5 m, 2,000 m of telecommunications network diversion or protection, 30,000 m² of full street reconstruction and 15,000 m² of partial reconstruction at at least 10 locations. The plan also includes 2,000 m of ditch, 2,000 m of cycle path, approximately 50,000 m³ of earthworks, 500 m³ of stormwater retention and infiltration capacity, replacement and upgrading of 200 streetlights, 100 new streetlight poles and 200 parking spaces. These figures are estimates, not guaranteed orders. The bidder must demonstrate the required registration, financial capacity, relevant project experience and expert qualifications; its average workforce must have been at least 30 in each of the last three years. The bid must include a signed, priced sample bill of quantities and details of the experts included in the evaluation. An HUF 8 million tender guarantee is required. The net price carries 70 evaluation points and the additional relevant experience of three experts carries up to 30 points in total, up to 10 per expert; evaluated additional experience is capped at 36 months. Bids must be submitted electronically and remain valid for 60 days.
