Concession for separate waste collection and transport in the Avrig, Agnita and Săliște areas

Summary

This 60-month concession covers the separate collection and transport of municipal waste and similar waste from commercial, industrial and institutional activities in Area 2 Avrig, Area 3 Agnita and Area 5 Săliște. The services include separate collection of paper, metal, plastic, glass, residual and biodegradable waste. On request, they also cover bulky waste, waste from home renovation and refurbishment, waste from public events and abandoned waste collected from public areas, including construction waste. Estimated volumes are approximately 15,547 tonnes of municipal waste and 1,852 tonnes of special waste streams per year. Bidders must demonstrate registration, access to at least RON 2,418,791 in financing for the first three months of service, and experience providing similar waste collection and transport services worth at least RON 32,723,886 over the previous three years. ISO 9001 and ISO 14001 certificates or equivalent evidence are required, as are a qualified contract manager, a quality and environmental officer, and an occupational health and safety officer. Offered tariffs must not exceed RON 1,466 per tonne for recyclable waste, RON 438 for residual waste, RON 846 for biodegradable waste, and RON 438 for construction and demolition waste and abandoned waste; all amounts exclude VAT. Tariffs account for 70 evaluation points, while fleet environmental performance accounts for 30 points. The estimated total contract value is RON 54,539,810.15. The successful concessionaire must provide a performance guarantee of 2%; its calculation basis should be checked in the tender documents.
