Hardware and software for digital forensic investigations

Summary

The procurement comprises five lots of digital-forensics equipment and software for a project aimed at protecting the European Union’s financial interests. The supplies include a mobile data acquisition and processing unit; a stationary system for acquiring and analysing data from mobile devices, with a storage unit; 20 high-performance laptops for analysing digital evidence; and Cellebrite and MSAB software and hardware licences, or equivalent solutions. Delivery is to the contracting authority’s premises in Bucharest, with a planned contract period of four months. The award method varies by lot: price is the only award criterion for Lots 4 and 5. For the other lots, evaluation also considers equipment storage capacity, RAM, warranty and environmental features; the specific technical levels and scores vary by lot. Bidders must submit the European Single Procurement Document and demonstrate the required registration, authorisation to operate and relevant supply experience.
