Supply and implementation of software for basic skills assessment

Summary

The contract covers the supply and implementation of software supporting basic skills assessment under a vocational education development project. The work includes software for preparing and conducting assessments and software for organising them, provision of licences, configuration and customisation, and integration with the study information system and the SZIR system. The contractor must plan and carry out testing, correct defects, prepare user and operations manuals and training videos, support deployment, and provide system demonstrations for key users and administrators. It must also design teacher training and develop digital learning materials for it. The licences must support unlimited numbers of organisations and users and the specified assessment volumes. The contract period is up to 630 days from entry into force, but may not extend beyond 15 September 2028 or an earlier physical completion deadline for the project. Work is generally performed remotely; tasks requiring an on-site presence must be carried out at the contracting authority’s premises in Budapest. Bidders must have total net revenue of at least HUF 150 million over the last three closed financial years, relevant software and training references, and experts with the specified experience. Price accounts for 90% of the evaluation and the project manager’s additional experience beyond the required six months, up to 36 months, accounts for 10%. Bids must be submitted electronically with a detailed price table and the required evidence.
