Voluntary health insurance for municipal employees

Summary

The procurement is for voluntary health insurance for officials and employees of the Klaipėda District Municipality administration, the mayor, and officials serving under the mayor’s political or personal trust. Approximately 348 employees are expected to be insured, with an average age of 50. Cover must run for 12 months and apply in Lithuania. The maximum contract value is €200,000 excluding VAT; the contract remains in force until obligations are fulfilled, but for no more than 36 months. The insurer must offer five insurance plans from which each employee can choose. Every plan includes €1,500 of critical-illness treatment cover reimbursed at 100% and €1,500 of inpatient treatment cover in public healthcare facilities reimbursed at 100%. Plans I–IV include €1,500 for outpatient treatment and diagnostics at 80%. Depending on the plan, additional benefits include medicines, dental care, optical care and other medical services. The dental limit must be at least €400 in Plan II with 50% reimbursement and at least €250 in Plan III with 80% reimbursement. Plan IV must provide at least €250 for optical care at 80%. Additional medical services must have a limit of at least €200 in Plan I and €300 in Plan V, reimbursed at 100%. The premium is €500 and the security contribution €50 per person, totalling €550 per person. Offers are assessed by the price-quality ratio, including comparison of the proposed benefit limits. The bidder must be legally authorized to provide health insurance in the non-life insurance class. The offer must include a signed tender, a completed European Single Procurement Document and, where applicable, authorization documents, a consortium agreement, evidence that the resources of relied-on entities will be available, and subcontractor consent. The bidder must also provide a declaration of compliance with EU restrictive measures concerning Russia. The insurer must deliver physical insurance cards within seven days of the contract taking effect, enable card payments at partner facilities, and reimburse properly documented expenses within no more than 30 calendar days after receiving the required documents.
