Salt spreaders for N3-class trucks

Summary

The procurement covers six salt spreaders for road-maintenance work, divided into two lots: three 9 m³ spreaders for three-axle trucks and three 6 m³ spreaders for two-axle trucks. Bids may cover one, several or all lots, but must cover the full quantity in each lot bid for. The spreaders must be delivered free of charge to the specified locations no later than 150 calendar days after the contract enters into force; the purchaser’s staff will install them. The spreaders must be new and manufactured in 2026 or later. They must have a full warranty of at least 12 months and a guarantee against perforation corrosion of at least 72 months for every component in the set. The supplier must offer and price all mandatory maintenance during the warranty period, provide training for operators and the purchaser’s technical staff, and submit technical documents and evidence of compliance. Warranty repairs must be completed within five working days. Bids are evaluated on price, warranty period, phased early delivery and additional technical features. There are no separate supplier qualification requirements and no requirement for quality or environmental management system certificates. The tender must include the European Single Procurement Document (ESPD), together with the required technical evidence and declarations. Exclusion grounds include, among other things, relevant criminal convictions, unpaid tax or social-security liabilities, competition violations, conflicts of interest, serious professional misconduct, serious breaches of previous contracts, and providing false information or withholding required information. The successful bidder may be asked to provide evidence before contract award. A further declaration is required concerning restrictions under Lithuanian law relating to specified countries and territories, covering the supplier, relevant partners, manufacturers and the origin of the goods.
