Framework agreement for digital development

Summary

Norad is procuring a framework agreement for digital development services with an estimated value of EUR 150,000,000. The contractor is expected to act as a strategic cooperation partner and proactive consultant, providing the competence and capacity needed throughout the contract period. The work will support digital grant management, development and management of data platforms, data integrations and modelling, dashboards and reporting tools, reuse of data, digitalisation of administrative services, digital services for development cooperation, an in-house development capability and strategic advice on digital public goods. The submission deadline is 15 September 2026.
