Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

Tenderers originating from third countries are excluded. For this procedure, a third country is a country that is not an EU Member State, an EEA country, a party to the WTO Government Procurement Agreement, or a country with which the EU has a reciprocal free trade agreement covering public procurement. Tenderers must state their country of origin, meaning the country in which the company is registered.

Qualification criteria and exclusion grounds

The tenderer’s average annual sales revenue for the last three financial years completed before the procurement procedure began must be at least EUR 10,000,000 per year. For tenderers established outside Estonia, the contracting authority may request signed financial statements or equivalent evidence. During the 60 months preceding the start of the procurement procedure, the tenderer must have delivered, installed and commissioned at least one sawn-timber sorting line equipped with an X-ray scanner, automatic board conveyors and automatic sorting into at least two destinations based on scanner results. Supplying only a scanner or individual components does not meet this requirement. The tenderer must provide a project description, the scope of its work, the completion month and year, the contract value, and the client’s name and contact details. If the tenderer relies on another entity’s technical or professional capacity, that entity must perform the work or services to which the relevant experience relates. The tender must include the form demonstrating compliance with the technical requirements, drawings and a layout plan of the sorting line, and any other documents required by the procurement documents. It must also include a project-specific control logic document describing the proposed control logic, system integration, operator controls, data flows, fault handling, limitations and responsibilities, and addressing the three evaluation areas in Annex 3. The completed capacity calculation for the sorting and vacuum handling system in Annex 4 must also be submitted; all values stated in it are binding. A comprehensive price offer or bill of quantities must show the proposed solution and its pricing structure. The warranty must be at least 12 months from acceptance of the sorting line and cover two-shift operation without a lower operating-hour limit. Each shift is 480 minutes, including at least 384 minutes of effective working time. The warranty must not depend on an additional service agreement. The tender must remain valid for at least one month from the submission deadline. The tenderer must give an initial response to a fault notification within one working day and, where needed, perform remote diagnostics. If required, a technician must arrive at the buyer’s production site within three working days of notification. These services must be included in the total tender price during the warranty period. The response obligation applies on working days, Monday to Friday, from 08:00 to 16:00 Estonian time. For notifications received outside those hours, the response period starts at 08:00 on the next working day. Failure to respond on time may result in a penalty of 0.03% of the total tender price per day, capped at 3% of the contract value. The tenderer must confirm compliance with the delivery, installation, commissioning and acceptance-testing requirements. The tenderer bears transport risk until the equipment is delivered at the delivery site, ready for unloading, under DAP Incoterms 2020. The tenderer is responsible for installing and commissioning the line and successfully integrating it with the existing line. The required tests must be passed before the line can be accepted; the tenderer must confirm that it has reviewed the preliminary tests in Annex 5 and accounted for them in its tender. For a joint tender, the tenderers must appoint an authorised representative and provide a power of attorney. Conditional tenders are not permitted, and the tender price must follow the structure specified in the evaluation criteria worksheet. The tenderer must unconditionally accept the payment and contractual penalty terms and provide a payment schedule listing each milestone and the percentage or amount payable at each stage. The tenderer must also confirm compliance with the procurement documents; any claimed equivalence must be explained and supported with evidence. Information claimed as a trade secret must be identified and its classification justified, but the total price, partial prices and indicators linked to the evaluation criteria may not be classified as trade secrets.
