Exclusion grounds also include breaches of tax or social security payment obligations; enabling a foreign national to work in Estonia without a lawful basis or in breach of employment conditions, including payment below the statutory wage rate; and entering into a contract that would violate an international or Estonian government-imposed sanction. Where permitted, the bidder may submit evidence of measures taken to restore its reliability.
