Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The successful tenderer must confirm that none of the exclusion grounds under section 95(1) of the Estonian Public Procurement Act apply and, if requested, provide the relevant supporting documents unless the information is already freely available to the contracting authority. If an exclusion ground applies, the tenderer may be asked to explain the remedial measures taken to restore its reliability. A tenderer may be excluded if it, or a member of its team, was directly or indirectly involved in preparing this procurement and that involvement creates an unavoidable competitive advantage, or if an unavoidable conflict of interest exists. Exclusion may also apply where insolvency or liquidation proceedings have been initiated, or where the tenderer has seriously or repeatedly breached material terms of previous public contracts, resulting in termination, withdrawal, a price reduction, damages or a contractual penalty. The tenderer must also confirm whether it breaches any restriction on participation based on its place of establishment or residence, as specified in the procurement documents.

Qualification criteria and exclusion grounds

The tenderer must plan a team of sufficient size and composition to perform the contract. The team must include at least one co-creation expert with experience, during the three years before the tender submission deadline, in planning and conducting at least one co-creation process in the social sector. The tenderer must provide the expert’s CV and a description of that experience, stating the process name or subject, the client or collaborating organisation, when it was conducted, its objective and target group, the expert’s role and main tasks, and the outcome. The tender must include a vision plan for the design of the co-creation process. It must cover the methodology, a preliminary schedule for each activity in the technical specification, the tenderer’s understanding of the process objectives and structure, collaboration with the contracting authority and working group, and project risks, including their likelihood and potential consequences, mitigation measures and proposed solutions. The vision plan will be assessed for detail, sound development and feasibility. The tender must comply with the procurement documents; conditional tenders are not permitted. The price must follow the format specified in the worksheet for award criteria and evaluated indicators. Any proposed equivalent must be explained and supported by relevant evidence. For a joint tender, a power of attorney for the joint tenderers must be submitted. The tenderer must identify and justify any information claimed as a trade secret; the tender price and indicators used for evaluation may not be classified as trade secrets.
