Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder is excluded if the bidder, or a person in its administrative, management or supervisory body, an authorised representative or another person empowered to represent, decide for or control the bidder, has been convicted of participation in a criminal organisation, breach of integrity obligations or a corrupt act, fraud, a terrorist offence or related incitement, aiding or attempted conduct, money laundering or terrorist financing. Exclusion also applies to convictions for enabling the unlawful employment of a foreign national or breaches of the conditions for a foreign national’s employment in Estonia, including payment below the statutory wage rate, and for unlawful child labour or human trafficking. A bidder with outstanding national taxes, levies or environmental charges, or tax or social security contributions owed under the law of its country of establishment, is excluded. The contract may not be awarded where doing so would breach an international or Estonian government sanction.

Qualification criteria and exclusion grounds

Where required by the law of its country of establishment, the bidder must be entered in the relevant business register. A foreign bidder must provide evidence of registration; a bidder registered in Estonia need not submit a copy of its register document. The bidder and/or its subcontractor must have at least three qualified workers for work at height, each holding a valid GWO, IRATA or equivalent or higher certificate issued by an accredited body in Estonia or the European Union. The bidder must submit the responsible specialists list using the tender document form and copies of documents proving each specialist’s qualifications and competence. Evidence of qualifications obtained abroad must be included with the bid. Where recognition of a foreign professional qualification or notification of temporary service provision is required before work begins, the bidder must ensure this is completed before the work starts. If relying on another company’s personnel or other resources, the bidder must identify that company in the public procurement register and comply with the applicable statutory conditions. By submitting a bid, the bidder confirms acceptance of all tender document conditions; conditional bids are not permitted. Prices must follow the prescribed structure for award criteria and priceable items, with every yellow-highlighted field in the bid form completed. No rows may be deleted from the table. The bidder must identify any information claimed as a trade secret and explain that designation. The bid price, item prices and figures relating to the bid evaluation criteria may not be designated as trade secrets. The bidder must notify the contracting authority of circumstances that could give rise to a conflict of interest or a competitive advantage, including participation by the bidder or a related person in preparing the procurement or another connection with the contracting authority. If such circumstances exist, the bid must include a free-form explanation identifying the person concerned, the nature of the connection and the information received or other relevant circumstances.
