The contracting authority will exclude a bidder if any exclusion ground under Section 95(1), points 1–3 of the Estonian Public Procurement Act applies to the bidder or a related person, or if a restriction on concluding the contract applies because of a related person. The bidder must confirm whether any such ground or restriction applies.

No specific financial capacity, prior-experience or professional-staff qualification thresholds are stated in the supplied documents. Any information claimed as a trade secret must be identified and the claim justified; the bid price and other specified evaluation-related figures may not be treated as trade secrets.
