Summary

Kohtla-Järve City Government is procuring operations relating to stray animals, as specified in the technical description. Compliance requirements

The bidder must declare whether it, its management or supervisory members, or persons authorised to represent or control it have relevant convictions within the last five years, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and child labour or human trafficking. Declarations are also required concerning tax and social-security payment defaults; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation or suspended business; serious professional misconduct; agreements intended to distort competition; conflicts of interest or involvement in preparing this procurement; early termination or sanctions under previous contracts; false or misleading information, failure to provide requested information or documents, or improper attempts to influence the procurement. National grounds also include enabling unlawful employment of a foreign national and being subject to international sanctions. Local tax debt and convictions for tax offences are identified as discretionary grounds. The notice states a zero-euro threshold for tax and social-security debts, while noting that, under Estonian rules, a tax-debt certificate is not issued for debt below EUR 100 (excluding interest not determined by an administrative act) or where payment has been rescheduled. Qualification criteria and exclusion grounds

The bidder must meet the following requirements: - Veterinary practice: the bidder must hold a professional licence to practise veterinary medicine, or have a contractual relationship with a veterinarian who holds that licence and is entered in the national register of veterinarians. Submit documents proving the licence and required work experience, or the contractual relationship and the veterinarian’s licence. The notice does not specify the exact duration of the required work experience. - Relevant experience: during the last three financial years (2022–2025), the bidder must have carried out stray-animal operations in a city with more than 10,000 inhabitants. At least one comparable service contract is required. Provide a list of comparable services, including their value, delivery dates and clients, and confirm that the work was performed in accordance with the contracts and good practice. - Equipment and facilities: the bidder must be able to use tools, equipment, premises and machinery that comply with animal-protection legislation and are needed to capture, keep and euthanise stray animals. Provide evidence of access to them. If they are not owned by the bidder, also provide an agreement with the third party granting access for contract performance. - The offer must comply with the tender documents, must not be conditional, and must include the completed price form in the format specified in Annex 1. For a joint offer, include the joint bidders’ authorisation appointing their representative.
