Compliance requirements
The bidder must declare whether grounds for exclusion apply to it or to relevant members of its management, supervisory or representative bodies. These include convictions within the relevant period for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and child labour or human trafficking. Other grounds include tax or social security contribution arrears; bankruptcy, insolvency, liquidation, suspended business or comparable proceedings; serious professional misconduct; agreements intended to distort competition; unmanageable conflicts of interest; involvement in preparing this procurement that creates an unremovable competitive advantage; serious or repeated failures under previous contracts; false or misleading information, withheld information or failure to provide requested evidence; and breaches of environmental, social or labour obligations. National grounds also cover enabling unlawful employment of a foreign national, being subject to international sanctions, and convictions for tax offences. Where applicable, the bidder may provide evidence of measures taken to restore its reliability.
The bidder must confirm that the goods are not subject to international sanctions and do not originate from sanctioned regions. It must also confirm that it will not involve, for more than 10% of the contract value, subcontractors or suppliers that are Russian nationals, residents or established in Russia, are more than 50% owned by such persons or entities, or act on their behalf or under their instructions. A contract concluded in breach of applicable sanctions may be void.
Qualification criteria and exclusion grounds
For each lot, the bidder must provide evidence of at least 3 completed contracts for the sale of goods matching the products in that lot. The contracts must have been completed during the 36 months before the procurement began; the contracting authority may also consider older contracts to ensure adequate competition. Provide the contract details, values, dates and other contracting parties.
The bidder must also submit the completed technical description and bid form, covering every product listed for the lot, and manufacturer-issued product data sheets. Samples in the quantities specified in the form must be delivered to Rahu põik 10, 20604 Narva, no later than 26 October 2026. The bid must follow the prescribed price-form structure and include all costs needed to perform the contract. Conditional bids are not permitted. Where equivalence is claimed, explain it and provide supporting evidence. For a joint bid, appoint an authorised representative and include the joint bidders’ power of attorney.
