Compliance requirements
The bidder must confirm that neither the bidder nor its management or supervisory board members, authorised representatives or controlling persons have been convicted of relevant offences involving criminal organisations, corruption, fraud, terrorism, money laundering, illegal employment, breaches of conditions for employing foreign nationals, illegal child labour or human trafficking. The bidder must not have outstanding state tax, payment or environmental charge debts, or tax or social security debts under the law of its country of establishment, and awarding the contract must not breach international or Estonian sanctions. The bidder must disclose any potential conflict of interest or competitive advantage; if such circumstances exist, it must submit a description and explanations with the tender.
Qualification criteria and exclusion grounds
The bidder or its subcontractor must have completed at least one contract similar to the subject matter of the procurement during the 60 months preceding the start of the procurement, involving the replacement of internal and external doors. A list of contracts must be submitted, including their value, dates and information about the other contracting parties. If relying on a subcontractor’s reference, the subcontractor must be declared in the procurement and its consent to perform the subcontracted work must be submitted.
The personnel responsible for the works must include a qualified civil engineer with at least level 6 qualification, or an equivalent or higher qualification. The bidder must submit a list of the responsible persons and copies of documents proving their qualifications and competence. A foreign bidder must provide documents issued under the law of its country of establishment and confirm that, within one month after signing the contract, it will submit confirmation from the Estonian Consumer Protection and Technical Regulatory Authority regarding the responsible person’s qualification.
The tender must include the completed price form and confirm acceptance of all conditions set out in the tender documents. Conditional tenders are not permitted.
