Supply of an A0+ Scanner to the National Library of Estonia

Summary

The procurement covers the supply of an A0+ scanner, a special scanning table or tables, a workstation and software to the National Library of Estonia. Compliance requirements

The bidder must confirm that neither the company nor its relevant management, supervisory or representative persons has been finally convicted within the last five years, or remains subject to a related exclusion period, for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or child labour and other forms of trafficking in human beings. The notice also covers tax and social security payment violations, bankruptcy or insolvency, liquidation, suspended business activities, serious professional misconduct, anti-competitive agreements, conflicts of interest, involvement in preparing the procurement, serious breaches of previous public contracts, false or misleading information, failure to provide required information or documents, and breaches of environmental, social or labour law obligations. The bidder must also confirm compliance with national exclusion grounds concerning unlawful employment of foreign nationals, international sanctions and tax offences. Where an exclusion ground applies, the bidder may, where legally permitted, provide evidence of measures taken to restore its reliability. The bidder must be able to provide evidence of tax and social security compliance when requested.

Qualification criteria and exclusion grounds

The bidder must be registered in the relevant business register; the required register is the Estonian Commercial Register, and the registration number must be provided. The bidder's average annual turnover for the period 1 January 2023 to 31 December 2025 must be at least EUR 350,000. The bid must include the required price submission in the prescribed structure and a completed technical compliance table, including responses to all specified rows and references or explanations for rows 3–47. Any better-than-minimum technical specifications must be identified. The bidder must submit a delivery schedule and commit to delivering, installing and configuring the scanner within no later than 12 weeks from the day following conclusion of the contract. The bidder must provide a manufacturer's authorisation, partner status confirmation or equivalent evidence granting the right to install, maintain and carry out warranty repairs for the equipment. The bid must comply with the procurement documents; any proposed equivalence must be explained and supported by evidence. For a joint bid, an authorisation appointing a representative of the joint bidders must be submitted. The bidder must also confirm that no more than 10% of the contract value will be performed by subcontractors or suppliers subject to the specified Russian ownership, residence, nationality or control restrictions, and that the offered goods are not subject to international sanctions or originating from sanctioned regions.
