Compliance requirements
The bidder must confirm that neither the company nor its representatives or persons exercising control have been finally convicted within the last five years, or remain subject to an exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the use of child labour and other forms of human trafficking. The bidder must also confirm compliance with tax and social security payment obligations. The notice states that a tax debt below EUR 100, excluding undetermined interest, or a tax debt whose payment has been deferred, does not result in the tax authority issuing a tax debt certificate under the applicable rules. The bidder must confirm that the contract would not breach an international or Estonian sanction. Where an exclusion ground exists, the bidder may provide evidence of remedial measures restoring its reliability if such self-cleaning is permitted for this procurement.
