Purchase of anchor support structures

The bidder must confirm that none of the exclusion grounds under § 95(1), points 1–5 of the Estonian Public Procurement Act apply. These grounds include relevant criminal convictions of the bidder or its representatives or controlling persons, convictions relating to enabling unlawful employment of foreign nationals or paying less than the statutory wage, unlawful child labour or human trafficking, outstanding national tax, payment or environmental charge obligations, or being subject to international sanctions where awarding the contract would breach those sanctions. The bidder must also comply with any restriction on participation based on the bidder’s country of establishment or residence set out in the tender documents.

The bidder must be registered in the commercial register or a similar register of its country of establishment, where required by applicable law. During the last three financial years, the bidder must have successfully performed contracts for the supply of the same or similar products with a total value of at least EUR 200,000 excluding VAT. The bidder must submit a list of the relevant major contracts, including the supplied goods, contract values, conclusion dates and information about the other contracting parties, together with confirmation that the contracts were properly performed. The offer must include the manufacturer’s technical specifications, key parameters, technical data and drawings for the proposed goods. The bidder must also submit a completed price form and the required confirmations concerning the framework agreement, product quality, delivery time and compliant packaging.
