Compliance requirements
The bidder must confirm that it will not use subcontractors or suppliers accounting for more than 10% of the contract value if they are Russian citizens, residents or entities established in the Russian Federation; are directly or indirectly more than 50% owned by such persons or entities; or act as their representatives or under their instructions. A bid may be rejected if a resulting contract would be legally void because of a breach of the applicable sanctions prohibition.
Qualification criteria and exclusion grounds
No separate selection or suitability criteria are provided in the input. The bidder must submit a free-form document confirming compliance with all vehicle requirements. These include, among other things, an engine of at least 500 hp, automatic transmission, two berths, HVO or diesel fuel, a 6x2 axle configuration, an 800-litre minimum fuel tank, dual-circuit hydraulics, an axle-load redistributor, wet parking heating of at least 6 kW, adaptive cruise control, CB radio, LED lights and roof-mounted auxiliary lights, two work lights behind the cab, a retarder and engine brake, radio and communication equipment, navigation, electrical readiness for charging trailer batteries and two spare electrical switch positions. The vehicle must also have air-to-air suspension, a safety-function battery master switch, a NATO socket, coffee machine, microwave oven, refrigerator, inverter, compressed-air gun and digital reversing camera. The required tyre sizes are 385/65/22.5 for the steering axle and 315/70/22.5 for the drive axle. Maintenance, servicing and warranty repairs must be performed in Pärnu County by a manufacturer-authorised company. The vehicle must be new and covered by a warranty of at least two years. The minimum external cab dimensions are 3,100 mm in height, 2,400 mm in width and 2,280 mm in length. The vehicle must have a liftable rear auxiliary axle with twin wheels, an adjustable fifth wheel, suitability for towing a standard refrigerated trailer, an AdBlue tank of at least 75 litres, an external sun visor, an alternator of at least 140 A, a collision-assistance system and spoilers on the cab sides, roof and beneath the front bumper. Delivery must take no longer than 300 calendar days.
