Summary

Compliance requirements

At the tender submission deadline, the bidder must not have overdue and unscheduled debts relating to state taxes, payments or environmental charges amounting to EUR 100 or more. The contracting authority will check this after opening the bids; if a tax debt is identified, the bidder will have three working days to pay or reschedule it. If the debt is not paid or rescheduled, the bidder will be excluded. A bidder registered abroad must provide a certificate from the competent authority in its country of registration, issued no more than 30 days before the submission deadline, or an explanation and confirmation if such a certificate is not issued. The bidder must have submitted all annual financial statements whose filing deadlines have passed by the tender submission deadline. No separate evidence is required from an Estonian bidder because the contracting authority will check public registry data. A foreign bidder must provide equivalent evidence or its latest approved annual financial statements together with an explanation where such evidence is not issued. The bidder must not be bankrupt or undergoing liquidation, its business activities must not be suspended, and no bankruptcy or liquidation proceedings may have been initiated against it. It must also not be subject to compulsory dissolution or a warning of deletion from the register. The contracting authority may verify this until the contract is signed; a foreign bidder must provide equivalent evidence or a confirmation.

Qualification criteria and exclusion grounds

During the three years preceding the tender submission deadline, the bidder must have properly completed at least one contract for designing and installing a solar power plant with a rated capacity of at least 100 kW. The bidder must provide the client’s name, a description of the works, the plant capacity, the contract performance period and confirmation of proper completion. During the same period, the bidder must have properly completed at least one contract for designing and/or installing an electricity storage system with a storage capacity of at least 100 kWh. The bidder must provide the client’s name, a description of the works, the system capacity, the contract performance period and confirmation of proper completion. The bidder must have at least one available specialist capable of managing the design and installation works for the solar power plant and battery energy storage system. The specialist must hold a valid professional qualification, competence certificate or equivalent qualification. The bid must include the specialist’s name, role, qualification or certificate title, issuing body, document number or other verifiable reference, and expiry date where applicable. The proposed solution must meet these technical requirements: a total solar power plant capacity of at least 100 kW; a total battery storage capacity of at least 120 kWh; and at least 75% of the energy entered into the battery system annually must originate directly from the solar power plant. The bidder must provide panel and storage-system manufacturer and model details, technical documents or a product sheet, a system diagram, and a description of the complete solution and works. The complete solution must include all equipment, materials and works required for installation and commissioning, including mounting systems, cabling, installation, software, training and documentation. Minimum warranties are required as follows: 3 years for the works, 15 years for mounting systems, 30 years for the panels’ linear output, 25 years for the panels’ mechanical components, 5 years for inverters, and 10 years or 6,000 charging cycles for the battery storage system. Warranty terms must be submitted with the bid.
