Purchase of maintenance services for electrical installations in Tartu city educational and administrative buildings

The bidder must confirm that neither the company nor its management, supervisory body members, authorised representatives or other relevant persons have final convictions within the applicable period for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking. Exclusion may also apply to serious breaches of environmental, social or labour law, bankruptcy, insolvency or liquidation proceedings, arrangements with creditors, suspended business activities, serious professional misconduct, anti-competitive agreements, conflicts of interest, involvement in preparing the procurement, or serious failures under previous public contracts that resulted in early termination, compensation or comparable sanctions. The bidder must not submit false or misleading information, omit information or fail to provide requested evidence. The bidder must comply with tax and social security payment obligations and must not be subject to the specified national exclusion grounds, including convictions for tax offences, enabling unlawful employment of foreign nationals or being a subject of international sanctions. Where permitted, the bidder may provide evidence of measures taken to restore its reliability.

The bidder must be registered in the Estonian Register of Economic Activities with electrical works listed as its area of activity. For one lot, the bidder must have achieved a net turnover of at least EUR 25,000 in the relevant electrical works field in each of the last three financial years. For two lots, the minimum is EUR 50,000 in each of the last three financial years. The bidder must have valid professional liability insurance of at least EUR 100,000 and submit a copy of the policy if requested. For one lot, the bidder must have completed, during the previous 24 months, electrical installation operation contracts for two buildings with a main fuse rating above 100 A. For two lots, four such completed contracts are required. The tender passport must include a list of contracts performed in 2024–2025, including the required contract and client details. For one lot, the bidder must employ at least one qualified electrical professional; for two lots, at least two. Each person must be certified by an accredited personnel certification body and hold at least a category B competence certificate or equivalent qualification, at least level 5 indoor electrician qualification, or electrical vocational secondary education together with at least four years of relevant work experience. The person or persons must have worked for the bidder during the last six months. The bidder must provide the required staff details and, if requested, copies of certificates or other evidence of qualification.
