Procurement of urban furniture in Haabersti 2026-2027

The bidder must not be subject to exclusion grounds, including a final conviction within the last five years, or an ongoing exclusion obligation, for participation in a criminal organisation, corruption, fraud, terrorist offences or terrorism-related offences, money laundering or terrorist financing, or the illegal employment of children or other forms of human trafficking. These grounds apply to the bidder and to members of its administrative, management or supervisory bodies, its procurist and other persons authorised to represent or control it. The bidder must have no outstanding taxes or social security contributions; the documents refer to a EUR 100 threshold and an exception where tax debt has been rescheduled. The bidder must also comply with the rules on employing foreign nationals without a legal basis and must not be a subject of international sanctions where entering into the contract would breach sanctions. Where an exclusion ground applies, the bidder may submit evidence of remedial measures taken to restore its reliability, if that possibility is applicable to this procurement. Exclusion grounds also apply to first-tier subcontractors, which must submit an ESPD.

Within the 36 months preceding the start of the procurement, the bidder must have completed at least one sales contract, or several sales contracts, under which at least 20 benches and 20 waste bins in total were sold and permanently or fixedly installed outdoors. The ESPD must include descriptions of the contracts or orders, the types and quantities of products, the performance period and the client’s contact details; for public contracts, the procurement reference number must also be provided. The documents supplied do not specify a turnover or other financial-capacity requirement. The tender must comply with the procurement documents and must be unconditional. The price must be submitted in the required structure in euros excluding VAT, with unit prices stated to two decimal places and using the form in Annex 2. Every line in Annex 2 must be completed, and unit prices may not be zero or negative. If an equivalent product is offered, the bidder must explain the equivalence and provide the necessary evidence. If subcontracting is used, Annex 3 must be submitted with information about the subcontractor, the nature of the work or service and the percentage or scope of the subcontracting. In a joint tender, a power of attorney for the joint tenderers must be provided. After contract award, the bidder must submit a liability insurance policy for EUR 10,000 within the deadline specified in the contract.
